Deptford, Kent
Historically, Deptford was situated in the county of Kent. However, in 1889, the London County Council was formed, and Deptford borough was acquired from Kent and incorporated into London.
In 1843, Ellen Staveley married William MEADOWS. By 1851, Ellen's son by her first marriage, James Staveley, is found residing with his mother and step father in Deptford:

In 1861 James, a General Labourer, is living in a boarding house on Broadway, South Side, in Deptford, owned by a William Miller. This is the last we see of James in the census.
In 1861 we then find the family of a William Staveley residing in Deptford. William Thomas Staveley was born in 1834 in Dover to parents Thomas Staveley and Lydia GODDEN. William's father died in 1849 in Chelsea, Middlesex. In 1851 William is living with his then widowed mother in Chelsea. It is unknown what the possible relationship might exist between William, and James above. They are not brothers, but certainly could be cousins.

William's daughter Elizabeth Mary, and son Thomas Longhurst, both died in 1863.
Son William James Staveley is a "Boy" aboard the ship Elder in 1871. He is then an "Able Seaman" aboard the ship Superb in 1881.
It appears a son Thomas Richard Staveley was born to William and Elizabeth in 1870. In 1891 Thomas Richard Staveley of Deptford, an Able Seaman, is at the District Royal Artillery Barracks in Sheerness, Kent. In 1902 Thomas Richard Staveley married Emily FULLER in Wandsworth, Surrey.
There is also a James Staveley, born about 1863, who is living in Deptford in 1891. A record of James' birth has not been found. However, the 1891 census strongly suggests that he too is a son of William Thomas Staveley and Elizabeth, as Elizabeth is living in his household in 1891.

Elizabeth of Battersea is not recorded as widowed in 1891 however, her husband William has not been located in the census. Elizabeth died in Deptford in 1894 at the age of 69 years. Her husband William Thomas Staveley's death record was eventually located, and he died in Deptford in 1917 at the age of 82 years. It is unknown if William was working away from home, or if perhaps William and Elizabeth were separated. Regardless, William Thomas Staveley does not appear in any census after 1861!
William and Elizabeth's son, William James Staveley, married Jane THUNDOW in 1895 and is living in Deptford in 1901:
